The town of Mancos was incorporated in 1894.

In 1895, a town ordinance was passed against fast riding and driving. It seemed to be an almost daily occurrence at that time for several young men of the area to ride through town as fast as their steeds would carry them.

Complaints resulted that ladies crossing the streets were having their lives endangered these young horse racers.

Their fun increased after a rain, but the flying mud ceased after nice boardwalks were laid through town.

By 1904, a water system and electric lights were  installed and telephone service had begun.  A new bridge was built across the river in 1905, and an ordinance was passed prohibiting livestock to be turned loose to roam at will in the town.

Cement sidewalks had been installed throughout much of the business section by 1909.  Hitching  racks  had  been removed when the cement walks were installed, resulting in a demand for more racks for horses and teams.  A few iron rings  were  placed  in  the sidewalks at various locations for folks to tie their horses while shopping.
